The Senior IT Systems Engineer, reporting to the CIO, is a key technical leader responsible for the design, implementation, and management of the organization's complex IT enterprise systems. This role requires a deep understanding of IT systems and extensive experience in leading and executing critical projects on time and on budget. The Senior IT Systems Engineer provides strategic guidance, mentors team members, owns technical implementations and delivery and ensures the stability, security, and scalability of IT systems.

Responsibilities

The Senior IT Systems Engineer, reporting to the CIO, is a key technical leader responsible for the design, implementation, and management of the organization's complex IT enterprise systems. This role requires a deep understanding of IT systems and extensive experience in leading and executing critical projects on time and on budget. The Senior IT Systems Engineer provides strategic guidance, mentors team members, owns technical implementations and delivery and ensures the stability, security, and scalability of IT systems.

 

The Information Technology Services (ITS) Department is a strategic partner to all divisions at The New York Foundling (NYF). ITS supports NYF teams to leverage the technical tools, platforms, assets, and information they use for their operational processes and daily tasks.

 

Essential Functions

  • Lead the architecture, design, and implementation of cloud (MS Azure) and on-premises enterprise systems, ensuring their resilience, availability, health, patching and performance.
  • Collaborate with internal business teams, cross-functional stakeholders, application owners, DevOps, and vendor partners to support business operations and program services.
  • Provide subject matter expertise, offer high-level internal consulting support, and contribute to ITS leadership and decision-making.
  • Architect and manage highly available, fault-tolerant, and scalable infrastructure and systems to meet business requirements.
  • Define and enforce system administration and security standards, policies, and procedures.
  • Design and operationalize comprehensive solutions for monitoring, alerting, and logging across all enterprise systems.
  • Lead Agile project development and systems delivery efforts, ensuring a strong understanding of DevOps and Data Governance principles.
  • Maintain suitable test environments and execute application test plans, including documentation and acceptance criteria.
  • Conduct in-depth performance analysis, capacity planning, and optimization for IT systems.
  • Evaluate, select, and manage vendor and third-party service providers, ensuring service level agreements are met, relationships are strong, projects delivered on time and on budget.
  • Lead and mentor the IT Systems Engineering team and other junior ITS team members, fostering technical excellence and continuous learning.
  • Drive innovation and evaluate emerging technologies, recommending and implementing solutions that deliver business value.
  • Develop and maintain comprehensive technical documentation, including architecture diagrams, standards, and procedures.
  • Lead IT projects and initiatives, overseeing project lifecycles, managing resources, and ensuring timely and successful delivery.
  • Collaborate with cross-functional teams to maintain and test disaster recovery and business continuity.
  • Provide strategic guidance on IT investments, budgeting, and resource planning ensuring the stewardship of resources.
  • Support and adhere to IT governance policies, standards, and compliance requirements.
  • Organizational Expectations include:

Qualifications

Education and/or Experience Expectations:

  • Bachelor’s degree with a focus on computer sciences preferred, Master’s Degree in Computer Science or similar is a plus
  • A minimum of 8 years related experience with supervisory roles required and 10+ years preferred.
  • Expertise with program and project management disciplines with increasing program/project management experience
  • Electronic Healthcare and Medical Record (EHR/EMR) Enterprise Systems administration preferred.
  • Specific background in ITIL-based Incident, Change & Release Management processes, and/or previous systems engineering/IT service desk experience in a highly matrixed, technology-centric business highly desired.
  • Successful track record managing complex, cross-functional teams across all levels of the organization from independent contractors and individual contributors up to Sr. Management
  • Demonstrable leadership, consultative and relationship building abilities
  • Strong sense of leadership and client advocacy

Certificates, Licenses and Registrations:

  • Information Technology Infrastructure Library (ITIL) certification preferred
  • Microsoft certifications are required. Preferred:
  • Azure Solutions Architect Expert
  • Azure Security Engineer Associate
  • Windows Server Hybrid Administrator Associate
  • Power Platform Solution Architect Expert
  • Azure Devops Engineer Expert
  • TCP/IP LAN and WAN technologies including MPLS, VLANs, Cisco and Meraki switches, firewalls.
  • Familiarity with ServiceNow a plus
  • A well-rounded skill set is preferable to deep knowledge in any one technical area

Language Skills:

  • Ability to read, analyze, and interpret common technical journals, logs/reports, and user guides and related technical documents.
  • Ability to respond to basic inquiries or complaints from customers, regulatory agencies, or members of the child welfare community within subject matter expertise.
  • Ability to write guidelines, policies and manuals that conform to prescribed style and format.
  • Ability to effectively present information to management, peers and end-users.

Reasoning Ability:

  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in narrative or diagram form.

Computer Skills:

  • Ability to perform complex level functions, which would include supporting basic, intermediate and advanced level functions.

Education Required

Bachelor’s Degree from a U.S. accredited educational institution or Credential Evaluation for a non-U.S. educational institution
